This is an expression from blackjack and other casino card games. 

Description

Initial Deal – the stage of drawing in gambling, when customers have received cards and can make decisions, and the croupier has not yet begun to act.

For example, in the European blackjack, the dealer deals with the client two cards and puts one in front of him. This is the initial surrender. The croupier takes only a passive part in what is happening. He must wait for the player's decision. When all the customers have finished with their boxes, the dealer will be able to collect cards for himself.

This is the case in Caribbean poker. First, the players decide what to do with their cards at the initial deal stage, and then the croupier opens his cards and compares the combinations.
